Ireland has assumed the presidency of the Council of the EU at a time when the bloc faces some of its most consequential legislative challenges. Negotiations on the next long-term budget and the “One Europe, One Market” roadmap are intensifying, creating a demanding agenda for Dublin over the coming months.

Priorities and Fault Lines

The Irish government is focused on advancing a unified market and securing a deal on the EU’s next budget before the end of the year. As the bloc transitions from a net beneficiary to a contributor, Dublin aims to bridge competing interests among member states to reach an agreement.

This role offers an opportunity to shape policy on housing and digital regulation, with officials emphasizing the need for concrete proposals rather than vague commitments. The European Commission and Parliament are beginning to shape a common response to Europe‘s housing crisis, and Ireland’s presidency can help advance that effort through concrete policy proposals. Officials in Brussels have highlighted that Dublin must put citizens, not Big Tech, at the heart of Europe’s next digital rulebook.

Ireland also plans to prioritize enlargement talks, particularly with Montenegro, Albania, and Ukraine. The government views this as a chance to advance accession processes similar to its approach during the 2004 presidency. Like during its 2004 presidency of the Council of the EU, Dublin once again finds itself in a position to advance accession talks with these specific nations.
